Trump's Progressive Warning Misses The Continent's True Threat: Economic Stagnation.

The recent US security policy document offers a misguided assessment of Europe. The document asserts that unrestrained immigration and so-called "progressive" agendas represent an existential threat to European civilization. Yet, this perspective is based on a serious misinterpretation of the situation. The true danger facing Europe is not cultural but economic and technological lag.

A Glaring Growth Gap Separating Europe and the US

The data reveal a sobering contrast. Between 2008 and 2023, American economic output surged by 87%, while a paltry 13.5% increase for the European Union. During this period, European income per person fell from 76.5% to just half of the American figure. Remarkably, even the poorest US state now has a greater average income than major European economies like France and Italy.

Today, about 50% of the world’s top fifty tech companies are American, while only four are from Europe.

The Innovation Shortfall: The Core Problem

The growing economic gap is driven by stronger efficiency gains in the United States, fueled by technological innovation and higher total factor productivity. The landscape of global tech leadership is overwhelmingly American. In the last five decades, hundreds of American startups have grown into enterprises valued at more than $10bn, versus just 14 in Europe.

This disparity prompts a pressing issue: In the race for tomorrow's sectors like AI, semiconductors, and quantum computing, what is Europe positioned? Experts widely agree it is essentially a contest between two involving the US and China, with European nations starting at a clear disadvantage.

Root Causes of the Continent's Innovation Gap

Several key reasons explain this technological divide.

  • Venture Capital: The US boasts a much more robust and agile system for financing new ventures. Europe still lacks a genuine unified investment market, a factor that limits the growth potential of emerging companies.
  • Bureaucratic Hurdles: Excessive and fragmented rules hamper Europe. A US startup can launch a product under a single set of laws to access a market of over 330 million. The European Union, despite a bigger population size, is divided among twenty-seven different national regimes, creating significant market obstacles.
  • Mindset Differences: Attitudes toward risk-taking differ sharply. In parts of Europe, a startup's collapse was historically viewed with stigma, whereas in the United States, it is often considered a badge of experience.
  • Defense Spending: The US benefits from a deeply integrated academic-military-industrial complex. The continent's long-term lack of spending in military capabilities has weakened its capacity for pioneering research.

A Path Forward: Reasons for Hopefulness

Despite these challenges, there are reasons for hope. European leaders are increasingly aware of the existential challenge and have started to advance serious reform. Notable reports on EU competitiveness and the single market highlight the necessity of major changes.

Given appropriate policies and regulatory reforms, these assets might enable much higher levels of commercial innovation.

The continent retains considerable advantages: skilled human capital, excellent education systems, and premier research institutions. Coupled with a large internal market and high savings rates, these foundations could trigger a surge of investment and entrepreneurship.

Importantly, even if Europe does not take the lead in developing next-generation tech, it can still significantly increase economic output by adopting and adapting advancements from other regions.

An Inflection Point

Europe now faces a critical crossroads. To paraphrase a famous line, economic erosion often happens "slowly, then all at once". So far, the continent's slide in innovation has been steady. However, without decisive action to address its deep-seated problems, today's gradual weakening could give way to a sudden and irreversible decline in world influence.
